Payoneer vs Wise vs Skrill for Receiving International Payments in Pakistan

Payoneer vs Wise vs Skrill for Receiving International Payments in Pakistan

Disclaimer: Fees and platform availability change frequently. Always verify current rates directly with each provider before making financial decisions.

PayPal still doesn’t work in Pakistan. It’s 2026, and the answer remains the same as it was in 2015. So if you’re a Pakistani freelancer, remote worker, or small business owner collecting money from clients abroad, you’ve had to find other ways. Three names come up in almost every conversation: Payoneer, Wise, and Skrill.

The problem is that people compare them as if they’re interchangeable. They’re not. Each one has a completely different relationship with Pakistan, different fees, different strengths, and different situations where it makes or loses you money. This guide cuts through the noise and tells you what actually works, what it costs, and when to use which.

The Pakistan Context: Why This Comparison Is Different

Pakistan is the 4th ranked country in the global online freelance sector according to Oxford Internet Institute’s Online Labor Index and Payoneer. That means tens of thousands of people are dealing with this exact question every month, and the stakes are real. The gap between the worst and best payment method is often 3 to 5% of every invoice. On a $1,000 month, that’s roughly PKR 11,000 you keep or lose depending on which option you pick.

The three platforms are not equally available in Pakistan. Understanding this before anything else saves a lot of confusion.

Payoneer in Pakistan: The Dominant Platform

Payoneer has been operating in Pakistan for over a decade and is by far the most established international payment option for Pakistani freelancers. Payoneer has been helping Pakistani freelancers and businesses with payments for over 10 years. Pakistanis can invoice clients and customers abroad and receive money in their local bank account. Payoneer allows direct withdrawals to Pakistani banks including HBL, UBL, MCB, Bank Alfalah, and Meezan Bank, and has a partnership with HBL to make transfers fast.

According to Remire’s research, Payoneer remains the top choice for 65% of Pakistani platform workers.

The reason for this dominance is simple: platform integration. Payoneer is the primary payment method for Upwork, Fiverr, Amazon, and dozens of other global marketplaces that Pakistani freelancers use. You can’t easily replace it for these platforms.

What Payoneer Costs in Pakistan (2026)

This is where things got messier in May 2025. Under the revised fee structure introduced in 2025, withdrawals from Payoneer accounts to non-local currency bank accounts such as USD, EUR, or GBP are now subject to a flat 3% fee, representing a 50% hike from previous rates. Third-party bank transfers, once partially free, now carry the same 3% flat fee regardless of currency.

Receiving payments is no longer free either. Dollar transfers under $100 now come with a $1 charge, while those over $100 attract a 1% fee. Similar fee tiers have been applied across GBP, EUR, CAD, AED, and AUD.

Internal transfers between Payoneer accounts in USD, EUR, or GBP now incur a 0.60% fee for amounts exceeding 500 units, and a flat charge of 3.00 in the respective currency for smaller transfers.

On top of these transaction fees, Payoneer’s currency conversion charges can be up to 3.5%, and there’s a $29.95 annual account fee in eligible cases. On a $1,000 invoice, that can mean $10 lost to a 1% receive fee plus up to $35 on conversion before any withdrawal cost.

The total cost on a typical $1,000 withdrawal from Payoneer to a Pakistani bank account runs somewhere between 3% and 5% depending on what currency you’re withdrawing in and how you received the original payment.

When to Use Payoneer

Despite the fees, Payoneer is often non-negotiable. For platform-based freelancing, Payoneer is effectively mandatory for Pakistanis despite the 2 to 4% fees. The cost is the price of accessing these marketplaces.

If your income comes from Upwork, Fiverr, Amazon Marketplace, or similar platforms that integrate directly with Payoneer, you don’t have a realistic alternative for the payout itself. What you can control is how quickly you withdraw and whether you batch your withdrawals to reduce per-transaction costs.

Wise in Pakistan: Cheaper But Seriously Limited

Wise (formerly TransferWise) is genuinely the cheapest way to receive international money if the person sending it is using Wise. The exchange rates are mid-market, the fees are transparent, and on a $1,000 transfer, Wise quotes the actual mid-market rate and charges a transparent fee of typically $4 to $10. Compare that to Payoneer’s $30 to $50 on the same amount, and the difference is obvious.

The problem is what Wise can and can’t do in Pakistan.

Pakistani users cannot use Wise to receive money directly, even if the sender is also using the app. Another feature you’ll miss is Wise’s multi-currency functionality. Users with a Pakistani ID can’t hold balances in different foreign currencies or switch between them within the app. Currency exchange only happens as part of a transfer, not as a standalone feature. You also can’t use PKR as a source currency on Wise, which makes the platform less useful for day-to-day cross-border payments.

What Wise does support for Pakistan is inbound transfers. A client abroad can send money to Pakistan via Wise, and it arrives in a PKR bank account. Pakistan is receive-only for local users: you can have money deposited into a PKR bank account through Wise, but you cannot send money out from PKR, hold a full Wise balance in PKR, or use Wise as your operating account. That is fine for one-off inbound payouts. It is not enough for freelancers who need to collect, hold, spend, and move USD on their own schedule.

When to Use Wise

Wise works well in two specific situations for Pakistani users. The first is when a direct client (not a platform) is willing to send you payment through Wise. For US-based or European clients billing you directly, Wise is dramatically cheaper than Payoneer for the FX leg. The catch is that the client has to be the one initiating from Wise’s end.

The second situation is straightforward inbound family remittances or one-off project payments from abroad. If someone in the UK or US wants to send money to your Pakistani bank account quickly and cheaply, Wise is one of the best ways to do it, with competitive rates and fast settlement.

For any platform-based freelancing, Wise simply doesn’t integrate. It’s not on Upwork or Fiverr’s payout menu.

Skrill in Pakistan: Available, But With Caveats

Skrill is less talked about in Pakistan than Payoneer or Wise, but it does work here. The Skrill payment system works in Pakistan. Freelancers and businesspeople can open an account, pass through the verification process, and start to transfer or receive money internationally.

Skrill is available in Pakistan for Pakistani residents. You can sign up and register online. However, it is not possible to hold money in Pakistani Rupees in your Skrill account. Any money you add to your Skrill wallet will need to be converted into one of the global currencies they offer. Skrill supports 40 currencies, so you’d hold in USD, EUR, or GBP.

Skrill’s fee structure for Pakistan users:

Currency conversion fee: 3.99% above the market rate. ATM withdrawals with the Skrill Card: $2.50 per withdrawal. Bank withdrawals: fee varies based on the country. For bank transfers specifically, Skrill charges 1.99% on the transaction amount.

The 3.99% currency conversion markup is Skrill’s most significant disadvantage. That’s a larger markup than Payoneer on conversion, and Payoneer already draws complaints for its rates.

Where Skrill Has an Actual Advantage

Skrill’s main use case for Pakistani freelancers is platforms that support it but don’t support Payoneer. Freelancer.com lists Skrill as a withdrawal option for Pakistani users. If you’re on Freelancer.com, Skrill gives you an option that’s actually integrated with the platform, which is preferable to wire transfers.

Skrill also works for certain gaming, trading, and online entertainment platforms that don’t accept Payoneer. If that’s your income source, Skrill may be your only mainstream option.

For general freelancing income from the major platforms, Skrill lags behind Payoneer in coverage and behind Wise in cost efficiency when the option is available.

The Tax Angle That Matters More Than the Platform Fee

Pakistani freelancers often focus entirely on the platform fee and miss the bigger financial lever available to them: the PSEB tax rate.

Freelancer earnings from international clients are considered IT export income with special tax benefits. PSEB-registered freelancers are taxed at just 0.25% on foreign income received through approved banking channels.

Without PSEB registration, you pay 1% on export proceeds. On a $50,000 annual income, that’s $125 versus $500 in taxes.

Both Payoneer and Wise qualify as approved banking channels for PSEB purposes when used correctly. At least 80% of foreign earnings should go through a Pakistani bank, Payoneer, or Wise transfers through proper channels to qualify for tax benefits.

The bottom line: PSEB registration must be renewed annually, but the 0.75% annual tax saving on your full foreign income dwarfs the difference in platform fees between Payoneer and any alternative for most freelancers. A person earning $2,000 a month saves PKR 4,200 every single month just by being PSEB-registered. That’s PKR 50,400 per year, far more than any fee optimisation on payment platforms alone.

Practical Guide: Which to Use Based on Your Situation

You work on Upwork or Fiverr: Use Payoneer. It’s not the cheapest, but there’s no alternative for the platform payout itself. Set up your Payoneer account, link your Pakistani bank, and withdraw in batches to reduce the per-transaction impact of the 3% withdrawal fee.

You have direct clients in the US or Europe: Negotiate to use Wise if possible. Your client initiates the payment through Wise, and the money lands in your PKR bank account at close to mid-market rates with fees typically under 1%. On a $1,000 transfer, you can save $80 to $120 (PKR 22,000 to 33,000) compared to SWIFT bank wires.

You work on Freelancer.com: Skrill works and is integrated with the platform. The currency conversion fee is high, so withdraw in larger batches and convert only what you need to PKR.

You do both platform work and direct clients: Run both Payoneer (for platforms) and a separate arrangement for direct client payments. This is genuinely what many established Pakistani freelancers do.

You’re just starting out and confused: Start with Payoneer. It’s the most documented, the most supported across platforms, and the most straightforward to set up with a Pakistani CNIC.

FAQ

Is PayPal available in Pakistan?
No. Pakistani users cannot receive payments to Pakistani PayPal accounts or withdraw to Pakistani banks from PayPal wallets. This is a State Bank of Pakistan regulatory issue around foreign exchange controls and AML compliance, not a technical limitation. Clients outside Pakistan can send money via PayPal to a Pakistani bank account in some cases, but Pakistani freelancers cannot hold or withdraw from a Pakistani PayPal account. There are workarounds involving US virtual bank accounts through Payoneer, but they add complexity and fees. [Link: related article on How to Create PayPal Account from Pakistan]

Can I use both Payoneer and Wise?
Yes, and many Pakistani freelancers do exactly this. Payoneer for platform-based income, Wise for direct client transfers where the client is willing.

Does Payoneer’s 3% fee apply to Upwork and Fiverr withdrawals?
The 3% fee applies to withdrawals from your Payoneer balance to your Pakistani bank account. Receiving earnings from Upwork or Fiverr into your Payoneer account is subject to the 1% receive fee for amounts over $100. The withdrawal to your bank then has the 3% charge on top.

How long does a Payoneer withdrawal to a Pakistani bank take?
Payoneer has a partnership with HBL to make transfers fast and convenient through the HBL mobile app. For HBL accounts, transfers can be near-instant. For other banks, it typically takes one to three business days.

Can overseas Pakistanis use these platforms?
Payoneer works for overseas Pakistanis who have a CNIC or NICOP. Wise is available in most countries where overseas Pakistanis live, and sending to Pakistan is one of its well-supported corridors. Skrill is also widely available internationally.

Is Skrill safe?
Skrill is regulated by the UK Financial Conduct Authority (FCA) and is part of the Paysafe Group, a publicly listed company. It’s legitimate and secure, but the high currency conversion markup (3.99%) makes it expensive for regular use.

Which platform is best for someone earning $500 a month?
At smaller amounts, fees hurt proportionally more. A $5 receive fee on a $500 payment is 1%, plus the 3% withdrawal fee makes the total 4%. Payoneer is still likely your only option if you’re on Upwork or Fiverr. Consider consolidating your payments so you withdraw once per month instead of multiple times to keep the fixed costs low.

The right platform in Pakistan isn’t the one with the lowest headline fee. It’s the one your clients and platforms can actually use to pay you, combined with smart withdrawal timing and PSEB registration to get that 0.25% tax rate on your export earnings.
